It would be nice (especially for long-running experiments) to automatically get a KAC alarm added when an experiment is started.

Basic functionality completed in tag 20171210_kac (commit 70849820a2)

TODO: add some way to let users manage alarms; either some sort of preferences dialog or popup menu or whatever.
